Lack of Discussion of David Knell's Concept for an 'International Antiquities Registry (IAR)'

With regard the ongoing discussion (if you can call it that) with Ancient coins blogging dealer Dave Welsh, collector (former collector) David Knell has reminded me of his draft proposal (Ancient Heritage blog, Wednesday, 23 September 2009) for an 'International Antiquities Registry (IAR)'. Note this has been online now for four years and one day. It's publication was noted in the antiquities collecting forums at the time. How far has discussion of this topic advanced in such circles since then? Here is a concrete proposal which could act as a starting point, yet as far as I can see both collectors and dealers are simply ignoring it. Why would that be?

david had a great idea and personally i dont mind having my collection looked at and registered but i remember at the time,on the forum, many dealers and most collectors were totally against the idea.big brother and all that but your right it would have been a good starting point and would have made it very difficult for new stuff to hit the market.i suggested at the time everything over £1000 to be registerd
